Training of Trainers on HLP Rights and Documentation

The International Humanitarian Law (IHL) Centre held a three-day HLP (housing, land and property) Training of Trainers (ToT) at the Norwegian Refugee Council (NRC) office in Amman, designed for NRC Syria staff working in the Information, Counselling, and Legal Assistance (ICLA) and Protection from Violence teams.

The training aimed to equip participants with the skills to document HLP violations and provide trainings for colleagues and rights holders. This was part of the IHL's advisory services to NRC.

The sessions covered:

  • HLP rights under international law and their protection in armed conflict.
  • How to document violations, including methods like social mapping.
  • Legal frameworks and practical challenges in claiming HLP rights.
  • Case studies from conflict-affected areas, such as Colombia and Bosnia.
  • Remedies for HLP violations, including restitution and compensation.

    Through a mix of interactive discussions, practical exercises, and case studies, participants strengthened their understanding of HLP rights and gained the tools to train other colleagues and right holders.
